The Black Rider is from Susan Cooper's Dark is Rising sequence. He is one of the Great Lords of the Dark. He has taken many forms over the centuries, including a vicar and a diamond dealer and presumably many others. However, usually he takes the shape of a firece, but handsome, young man with reddish hair and icy blue eyes. He generally wears all black clothing with the occasional black cloak and hood. He has a long scar on his left cheek and speaks with a generically British accent. He and the rest of the Dark have lost in the final Rising of the Dark, so he was pleasantly surprised to find there is a bar outside Time, seemingly waiting for him.
ETA: After certain events (http://www.livejournal.com/users/blue_eyed_lord/3518.html#cutid1), the Rider was stripped of his powers. However, after the events of winter '05, he has returned to full power, and is, as they say, ready to rock.
Slight Warning to all threading with him: Taking food or drink or any gift from the Rider canonically gives the Dark some measure of power over a person, whether they be mundane or supernatural. This goes for any under the level of Endless. Things such as hair, nails, personal creations and, especially, blood can be used to control others, as well. The Rider is out for influence and power, and ultimately a way out of the bar and into some other world, any other world. He will use what he can get.

The horse raised its head and looked full at him, pawed the ground, and gave a low whinny. The smith's voice rumbled in protest, and another figure moved out of the shadows behind the house. Will's breath came faster at the sight of himm, and he felt a hollowness in his throat. He did not know why.

He patted the horse's neck, murmuring in its ear; then he seemed to sense the cause of its restlessness, and he turned and saw Will. His arms dropped abruptly. He took a step forward and stood there, waiting."
